In 19th century city, spaces and programs were developed individually and so there is no connection among them. City development produced as byproducts many small spaces which is hard to use. On the other hand, it is troubled with a lack of land. In Wandsworth, Battersea area, London, such a characteristic of modern city is remarkably appeared. This industrial area are divided into two by a viaduct. One is a residential area. The other is a industrial area. Many industries run business under the viaduct. In this area, many vacant lots and dysfunctional open spaces are distinguished. This is the project that try to recover the functional connection between space and program by reorganizing this area.

まず、このエリアを歩いていると一番に目に入ってくる低所得者向けの高層公共住宅（築約３０年、２０階建て）を改造することを考えた。ダストシュートの終着地である一階のゴミ置き場につなげる形で小型焼却炉システムを設置。普段あまり使用されていない建物のオープンスペースを利用。その周囲に、物事の流れ（熱、光、水、電気、人、作業、自転車、植物、灰、汚水、廃棄物、道具など）を考慮しながら、植林室、温室、作業場、スポーツ場、個人菜園、駐輪場を配置。駐輪場は車修理工場の目の前へ移動。この施設内では、設備、道具、空間、プログラムの機能が拡張されたり共有されたりする。例えば、焼却炉の装置をつないでいるパイプから放射される熱は、各施設の暖房として使われる。植林室の苗木は成長すると、隣接する公園や近隣の空き地に移される。木材加工場はこの一連の施設とシステムを構築し、維持するために使用されるが、使われていない時間帯は住民が個人的に利用できて、日曜大工や木工を楽しむことができる。また、この小型焼却炉システムはこの公共住宅の現在の管理人によって管理される。異なったプログラムどうしがつながることで、思いもよらぬ住民のアクティビティが生まれることを願う。この一連の焼却装置の上部には遊歩道が設置され、それぞれの施設と近隣の道路、駅、バス停へのアクセスとして使われる。

There are council housing towers which are 30-year-old and 20 story buildings. They are outstanding in this area. I came up with the idea of conversion of these buildings. A small scale incineration plant is installed in the unused public space in front of the tower and connected to a dump on the ground floor which has the end of rubbish chutes. Considering the flows of things such as heat, light, water, electricity, human, operation, bicycle, plants, ash, drainage, waste, tools and so on, greenhouses, nurseries, workshops, playgrounds, allotments, parking lots for bicycles are installed. In this facilities, function of services, tools, spaces and programs are shared and extended. For example, residual heat from the pipe of the plant is used for heating in each facility. When saplings in the greenhouses grow up, they are transplanted to adjacent parks and adjacent unused public spaces. Although a workshop is used for constructing and maintaining these plant and facilities, it is available for residents’ DIY when it is not occupied. This small scale incineration plant is managed by the caretaker of this council housing as an extention of his work. When various programs are connected each other, unexpected resident’s activities are generated. Pedway is installed above the plants and used for the access to the facilities, streets, a station and a bus stop.

Walls of substructure in which cables and pipes are inserted are made of various type of concrete blocks. Superstructure are made of timbers such as 2×4, 2×6 and 2×8. In this project, the proposal is designed from materials from sampling. as preparation for the design, I visited Tokyo, Hong Kong and London. I sampled the connection of programs and its space used in each city. For example, an incineration plant in Tokyo, fruit market and adjacent cleaning facility in Hong Kong and so on. Units for the incineration plant and concrete blocks are sampled on the internet and its catalogs are made.
